I figured he would have fled Romania as soon as he got out of jail the last time. There’s still the previous charges looming, plus these new ones. Is he unable to flee, or is he just overconfident?

Well, yeah, but he could try to arrange a private plane and fly to some country that wouldn’t extradite him. He didn’t even try.
As a US citizen if he ever stepped foot in the US he would be immediately extradited to either the UK or Romania for his outstanding allegations.
A lot of modern countries have extradition treaties so he’d have to go to somewhere like Russia if he wanted to remain free if he fled.
He also would lose access to a lot of modern banking systems and likely be deplatformed completely if he ever ran from his current charges.
